David Madoc-Jones is an Investigations Manager with International Risk Ltd, based in Hong Kong where he manages a variety of investigative, business intelligence and risk mitigation consulting assignments undertaken on behalf of International Risk clients.
David has 35 years experience in the investigations and risk mitigation industry in Asia, including 33 years with the Hong Kong Police Force, from which he retired in 2006 whilst in the rank of Chief Superintendent.
He spent the first half of his Police career in the criminal investigation and criminal intelligence field and gained wide experience in the command and coordination of multi-disciplined resources, the conduct of both strategic and tactical intelligence operations and in the investigation of serious and complex cases. In the latter part of his Police career, David was involved in a variety of projects, including a top to bottom examination and review of the Human Resources Management of the Force. He also held command of the Forces’ management and operational audit capability, with a particular emphasis on risk management, performance measurement and problem solving.
Immediately prior to his retirement from government service David was a District Commander with direct responsibility for the performance of a multi-disciplined staff of 900 police officers and civilian staff. His responsibilities included management of all intelligence and investigative capabilities of the District.
David received local management, legal and Cantonese language training with the Hong Kong Police. He was awarded the Colonial Police Medal for Meritorious Service by H.M. Queen Elizabeth in 1997 and the Police Medal for Distinguished Service by The Chief Executive of the Hong Kong Special Administrative Region in 2006.
